DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the overall administration of the school district’s transportation system to assure safe, efficient, and economical operation and maintenance. Work is performed in the office and in the field. Supervision is exercised over drivers, automotive mechanics, clerical support staff, and other department personnel. Incumbents may occasionally be required to drive a school bus. The work is performed under the general supervision of the Superintendent or designee, with wide leeway allowed for the exercise of independent judgment in carrying out work activities. A Supervisor of Transportation does related work as assigned.

TYPICAL WORK ACTIVITIES:
  • Annually creates school bus routes to meet the needs of the school district;
  • Supervises loading and determines stopping places for buses;
  • Implements department rules and regulations;
  • Supervises and evaluates transportation department staff;
  • Ensures bus drivers and mechanics are in compliance with all DOT requirements;
  • Prepares all State transportation reports and maps of bus routes;
  • Receives, reviews, and resolves any complaints regarding service;
  • Oversees and assists in the enforcement of rules of behavior that apply to student riders and refers serious problems to a principal;
  • Reviews all bus routes, stops, loads, and scheduling of buses to obtain optimum efficiency;
  • Interviews all transportation department staff applicants and recommends candidates for hire to the superintendent;
  • Maintains time records of transportation department staff;
  • Prepares the annual department budget based on department needs;
  • Works with Automotive Mechanics to prepare specifications for new equipment, including school buses and other vehicles;
  • Ensures a daily record of mileage, number of pupils carried, and number of stops made on each route is kept by all drivers;
  • Prepares reports which include the cost of operating each bus based on expenses for gasoline, oil, parts and materials, labor, wages, and other expenses;
  • Approves all transportation purchases and bills;
  • Determines disciplinary rules to be maintained and seating arrangements on buses;
  • Supervises repair work on buses and approves work orders for school mechanics and outside garages;
  • Arranges for all special bus trips, including those for athletic teams;
  • Monitors weather and road conditions to make recommendations to the Superintendent;
  • May operate a school bus; and
  • Performs other related duties as assigned.
Job Qualifications

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Good knowledge of standard transportation methods and of the operation of buses; good knowledge of automotive repair methods and of the terminology and tools of the trade; knowledge of general repairs required for school transportation equipment; ability to plan work for self and others; ability to establish and maintain effective working relationships with others; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to keep accurate, clear, legible records; ability to learn to prepare necessary reports; dependability; ability to get along well with others; physical condition commensurate with demands of the position.

MINIMUM QUALIFICATIONS: Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

Qualification Option #1
Training/Education: Possession of an Associate’s degree in automotive equipment technology or diesel technology.
General experience: Five (5) years of full-time, paid experience as a skilled mechanic in the maintenance and repair of automotive or diesel vehicles; OR Five (5) years of full-time, paid experience as a bus driver and/or a bus dispatcher.
Supervisory experience: Two years of supervisory experience, which includes one (1) year of the general experience described above in a supervisory role for a group of subordinates.
License/ Certification: Possession of a valid New York State commercial driver’s license with passenger (P) and school bus (S) endorsements.
Qualification Option #2
Training/Education: Completion of a vocational program in automotive or diesel mechanics at a school or technical institute.
General experience: Seven (7) years of full-time, paid experience as a skilled mechanic in the maintenance and repair of automotive or diesel vehicles; OR Seven (7) years of full-time, paid experience as a bus driver and/or a bus dispatcher.
Supervisory experience: Two years of supervisory experience, which includes one (1) year of the general experience described above in a supervisory role for a group of subordinates.
License/ Certification: Possession of a valid New York State commercial driver’s license with passenger (P) and school bus (S) endorsements.
Qualification Option #3
Training/Education: Graduation from high school or possession of a high school equivalency diploma.
General experience: Nine (9) years of full-time, paid experience as a skilled mechanic in the maintenance and repair of automotive or diesel vehicles; OR Nine (9) years of full-time, paid experience as a bus driver and/or a bus dispatcher.
Supervisory experience: Two years of supervisory experience, which includes one (1) year of the general experience described above in a supervisory role for a group of subordinates.
License/ Certification: Possession of a valid New York State commercial driver’s license with passenger (P) and school bus (S) endorsements.
